Deborah A. A. Blakeney

General Counsel

Deborah Blakeney was appointed as the General Counsel of the Bermuda Casino Gaming Commission on January 25th 2016, following a long career as a Senior Civil Servant on the Island. Prior to her appointment, Ms. Blakeney served as the Executive Director of the Charity ‘Dare To Be’ where she successfully transitioned a Community Driven Development programme into the 3rd sector from the Department of Human Affairs, where she served as Director.

Ms. Blakeney began her career as a legislative draftsman in the Attorney General’s Chambers in 1989. She worked briefly in the banking sector in Personal Trust from 1994 and then moved to the Bermuda Monetary Authority in 1995. Ms. Blakeney then served as the Assistant Tax Commissioner from 1999 where she was responsible for the collection of all stamp duty revenues and implementing the Primary Family Homestead Designation legislation. Ms. Blakeney also acted as Tax Commissioner from 2007–2009. Soon thereafter she was appointed as the Director of the Department of Human Affairs where she was responsible for the Community Driven Development programme, race relations, human rights, gender issues and the Bermuda Women’s Council.

Ms. Blakeney was seconded to various positions during her employment with the Bermuda Government including acting as Permanent Secretary, Ministry of Justice and General Manager at the Bermuda Housing Corporation. Ms. Blakeney has acted as Registrar of the Supreme Court and served on the Bermuda Police Service Recruitment Panel.

Ms. Blakeney received a Bachelor of Science degree in Political Science from Tuskegee University, Alabama in 1982, a Law degree from the University of Buckingham, England in 1984 and completed her legal training at the Hugh Wooding Law School, Trinidad and Tobago in 1988. A Justice of the Peace and Notary Public, Ms. Blakeney is called to the Bar of Trinidad and Tobago, and the Bermuda Bar. She also obtained her Bermuda Insurance Diploma in 1992. Ms. Blakeney is a member of the Delta Sigma Theta Sorority Incorporated (Bermuda Alumni Chapter).

Ms. Blakeney currently resides in Smith’s, Bermuda.


 Julie B. Grant

Chief Financial Officer

Julie Grant was appointed as the Chief Financial Officer of the Bermuda Casino Gaming Commission on March 8, 2016, following an engagement with the Bermuda Government in the capacities of Ministry Controller for the Ministry of Tourism Development & Transport, and Head of Finance & Administration for the Department of Civil Aviation.

Prior to this Julie served as the Director of Finance for the UK Gaming Commission which included the oversight of Finance, Risk Management and aspects of Corporate Governance. She also served as a Board Member for the John Taylor Hospice in Birmingham (UK) and also served on the Audit Committee for Coventry University (UK).

Julie has also served in other positions with Bermuda Government such as Management Accountant with the Accountant Generals Department, Department Controller with Airport Operations and Ministry Controller for the Ministry of Transport. Julie was also an Account Executive with Aon Insurance Managers and Financial Controller for Charles Taylor PLC.

She holds a teaching certificate for Adult Education and has lectured part time to Association of Chartered Certified Accountant students on Information for Decision Making and also Association of Accounting Technician students on Financial Accounting.

Julie received her Bachelor’s degree in Accountancy from the Birmingham City University and is an Associate Chartered Management Accountant


The Hon. R. Wayne Scott, JP

Chief Technology Officer

Wayne Scott was appointed as the Chief Technology Officer of the Bermuda Casino Gaming Commission in April 2017, following his service as a Cabinet Minister and a Member of Parliament.  Wayne has spent most of his career working in IT & telecommunications in both Bermuda and the U.S.

Wayne has also served as General Manager of DHL Express Bermuda, Chief Executive Officer of the CCS Group and Chief Technology Officer of Logic Communications.  He has also held other senior roles in Bermuda and the United States in a career spanning over 30 years.

Wayne received an Associate of Science degree in Business Computer Programming in 1987 and a Bachelor of Science degree in Computer Science from Atlantic Union College in Massachusetts in 1995.  He then went on to earn a Master of Arts degree in Finance and Management in 1997 from Webster University.

He is an avid cyclist and has represented Bermuda at the national level in international competitions in China, Switzerland, Guernsey, Greece and throughout the Caribbean. He competed for several years in the United States as well.


Roger Trott

Director of Problem & Responsible Gaming

Roger has a keen sensitivity to the mental health of his community and passionately advocates for their care and protection. He views his current position as Director of Problem and Responsible Gaming with the Bermuda Casino Gaming Commission as an opportunity to safeguard and protect the community at large but especially those who are vulnerable.

He studied at Atlantic Union College and worked in the social services field as a school guidance counsellor, an internationally certified substance abuse treatment counselor, Program Manager for the Bermuda Government Men’s Treatment Program and later as Clinical Director at Pathways Bermuda. .

Roger is an English Cricket Board Level 2 coach and in his spare time enjoys coaching youth and senior cricket teams at the Bailey’s Bay Cricket Club. He also provides training for local club coaches in addition to coaching at the Bermuda National Youth Cricket Academy.


S. Teresa A. Wilson

Corporate Office Manager

Teresa A. Wilson started working with the Bermuda Casino Gaming Commission on October 16th, 2015. In April of 2016 she was promoted to Corporate Operations Manager of the Bermuda Casino Gaming Commission.

Mrs. Wilson began her work life in the IT field, working with various local companies from 1982. After working with Attorneys’ Liability Assurance Society, for seven years and adding administrative duties to her job description, Teresa pursued her lifelong dream of working in the Human Resource arena when in January 2008 she became the Human Resource Manager at Universal Electric Limited (now known as BAC Universal Electric).

In October 2008 she obtained her certification in Human Resource Studies from the School of ILR with Cornell University. Mrs. Wilson received a Bachelor of Science degree in Data Processing Management and an Associate Degree in Business Administration from Johnson and Wales University (formerly known as Johnson and Wales College) in Rhode Island, USA.

Mrs. Wilson currently serves as President of the Eastern Lioness/Lions Club. She has been an instructor with the Community Education and Development Programme since 1995, where she teaches Supervisory Management I and II and Customer Service. She is also member of St. John A.M.E. Church. She has been a mentor for Youthnet and has sat on the Board of Directors, as secretary, for the Bermuda Heart Foundation.


Deborah Trott

Executive Administrator

Deborah joined the team at Bermuda Casino Gaming Commission in May 2017 as an Executive Administrator.

Deborah is a Certified Administrative Professional with an extensive and strong background in administrative procedures and first-rate organisational akills. 

At BCGC, she is the primary point of contact for the Director Problem and Responsible Gaming and Chief Technology Officer and is responsible for research and follow-up on concerns relating to problem and responsible gaming.  She also provides support for and serves as a liaison to the Board of Directors.

Previously, Deborah worked as a senior assistant to Ministers and Permanent Secretaries in the Bermuda government, as well as to the CEO of the Bermuda Tourism Authority.


Vanessa S. Richmond

Administrative Assistant

Vanessa joined the team at Bermuda Casino Gaming Commission in March 2017 as an Administrative Assistant.

Prior to this Vanessa worked in administrative and managerial roles for service-oriented companies, both in Bermuda and overseas. She graduated magna cum laude from Savannah College of Art & Design with a Bachelor of Fine Arts.

She is passionate about spending time outdoors and enjoys advocating positive community growth and volunteers her time with TedX Bermuda, animal rescue centers and local charities. 


Chelsea N. Todd

Office Assistant

Chelsea Todd joined our team as Junior Office Administrator in January 2016.

Chelsea graduated from CedarBridge Academy in June 2007 and successfully transitioned into a career in retail customer service. In 2009 she commenced a four year study program in the UK, spending her first year at West Thames College, followed by three years with the University of Brighton. She graduated in 2013 with a Bachelors Degree in Psychology and Sociology. Chelsea returned home to Bermuda and continued to work in the retail customer service industry. She joined the Gaming Commission in January 2016 in order to acquaint herself in all aspects of the gaming industry and its regulatory regime.

Chelsea is very family oriented, and in her spare time she enjoys cooking and baking.
