Richard Schuetz was appointed as the Executive Director of the Bermuda Casino Gaming Commission on September 1, 2015, following a four-year engagement   as a commissioner for the California Gambling Control Commission. Prior to this, Mr. Schuetz has served in positions ranging from blackjack & dice dealer, to Executive Vice President, to President & CEO of casino resorts in numerous jurisdictions. Mr. Schuetz has worked as a senior executive in the gaming markets of Las Vegas, Atlantic City, Reno/Tahoe, Laughlin, Minnesota, Mississippi, and Louisiana.

Mr. Schuetz has served on the boards of Shuffle Master Gaming, the Stratosphere Hotel and Casino (where he was also President & CEO), and Casino Publishing. He sat on the International Advisory Board for the Institute for the Study of Gambling & Commercial Gaming at the University of Nevada, Reno, and was the Co-moderator of the Institute’s Executive Development Program, with Dr. William Eadington. He was named an Honorary Professor of Casino Marketing at the Baron N. Hilton School of Hotel Administration at the University of Houston; was the marketing columnist for Casino Executive Magazine; and has taught Casino Management & Regulation at the Ecole Hoteliere Lausanne in Switzerland, and at the University of Macau and Macau Polytechnic Institute in Macau, SAR China. Richard was the consultant to the City of Detroit as that city introduced casino gaming, and served in a like position for the state of Kansas as that state introduced casinos. He has lectured throughout the world on the topics of gaming, gaming regulation, and casino marketing.

Mr. Schuetz received his degree in Business from the University of Nevada, Reno, and holds a Masters in Philosophy specializing in economic analysis from the University of Utah. Mr. Schuetz is also ADB PhD in Economics from the University of Utah, and his dissertation topic was on the Nevada Experience in Gaming Regulation for the 1945-1966 period. Mr. Schuetz has published over 80 articles on gambling, gambling regulation, and casino marketing.

Mr. Schuetz currently lives in Warwick, Bermuda.


Deborah A. A. Blakeney

General Counsel

Deborah Blakeney was appointed as the General Counsel of the Bermuda Casino Gaming Commission on January 25th 2016, following a long career as a Senior Civil Servant on the Island. Prior to her appointment, Ms. Blakeney served as the Executive Director of the Charity ‘Dare To Be’ where she successfully transitioned a Community Driven Development programme into the 3rd sector from the Department of Human Affairs, where she served as Director.

Ms. Blakeney began her career as a legislative draftsman in the Attorney General’s Chambers in 1989. She worked briefly in the banking sector in Personal Trust from 1994 and then moved to the Bermuda Monetary Authority in 1995. Ms. Blakeney then served as the Assistant Tax Commissioner from 1999 where she was responsible for the collection of all stamp duty revenues and implementing the Primary Family Homestead Designation legislation. Ms. Blakeney also acted as Tax Commissioner from 2007–2009. Soon thereafter she was appointed as the Director of the Department of Human Affairs where she was responsible for the Community Driven Development programme, race relations, human rights, gender issues and the Bermuda Women’s Council.

Ms. Blakeney was seconded to various positions during her employment with the Bermuda Government including acting as Permanent Secretary, Ministry of Justice and General Manager at the Bermuda Housing Corporation. Ms. Blakeney has acted as Registrar of the Supreme Court and served on the Bermuda Police Service Recruitment Panel.

Ms. Blakeney received a Bachelor of Science degree in Political Science from Tuskegee University, Alabama in 1982, a Law degree from the University of Buckingham, England in 1984 and completed her legal training at the Hugh Wooding Law School, Trinidad and Tobago in 1988. A Justice of the Peace and Notary Public, Ms. Blakeney is called to the Bar of Trinidad and Tobago, and the Bermuda Bar. She also obtained her Bermuda Insurance Diploma in 1992. Ms. Blakeney is a member of the Delta Sigma Theta Sorority Incorporated (Bermuda Alumni Chapter).

Ms. Blakeney currently resides in Smith’s, Bermuda.


 Julie B. Grant

Chief Financial Officer

Julie Grant was appointed as the Chief Financial Officer of the Bermuda Casino Gaming Commission on March 8, 2016, following an engagement with the Bermuda Government in the capacities of Ministry Controller for the Ministry of Tourism Development & Transport, and Head of Finance & Administration for the Department of Civil Aviation.

Prior to this Julie served as the Director of Finance for the UK Gaming Commission which included the oversight of Finance, Risk Management and aspects of Corporate Governance. She also served as a Board Member for the John Taylor Hospice in Birmingham (UK) and also served on the Audit Committee for Coventry University (UK).

Julie has also served in other positions with Bermuda Government such as Management Accountant with the Accountant Generals Department, Department Controller with Airport Operations and Ministry Controller for the Ministry of Transport. Julie was also an Account Executive with Aon Insurance Managers and Financial Controller for Charles Taylor PLC.

She holds a teaching certificate for Adult Education and has lectured part time to Association of Chartered Certified Accountant students on Information for Decision Making and also Association of Accounting Technician students on Financial Accounting.

Julie received her Bachelor’s degree in Accountancy from the Birmingham City University and is an Associate Chartered Management Accountant


S. Teresa A. Wilson

Corporate Office Manager

Teresa A. Wilson started working with the Bermuda Casino Gaming Commission on October 16th, 2015. In April of 2016 she was promoted to Corporate Operations Manager of the Bermuda Casino Gaming Commission.

Mrs. Wilson began her work life in the IT field, working with various local companies from 1982. After working with Attorneys’ Liability Assurance Society, for seven years and adding administrative duties to her job description, Teresa pursued her lifelong dream of working in the Human Resource arena when in January 2008 she became the Human Resource Manager at Universal Electric Limited (now known as BAC Universal Electric).

In October 2008 she obtained her certification in Human Resource Studies from the School of ILR with Cornell University. Mrs. Wilson received a Bachelor of Science degree in Data Processing Management and an Associate Degree in Business Administration from Johnson and Wales University (formerly known as Johnson and Wales College) in Rhode Island, USA.

Mrs. Wilson currently serves as President of the Eastern Lioness/Lions Club. She has been an instructor with the Community Education and Development Programme since 1995, where she teaches Supervisory Management I and II and Customer Service. She is also member of St. John A.M.E. Church. She has been a mentor for Youthnet and has sat on the Board of Directors, as secretary, for the Bermuda Heart Foundation.


Chelsea N. Todd

Office Assistant

Chelsea Todd joined our team as Junior Office Administrator in January 2016.

Chelsea graduated from CedarBridge Academy in June 2007 and successfully transitioned into a career in retail customer service. In 2009 she commenced a four year study program in the UK, spending her first year at West Thames College, followed by three years with the University of Brighton. She graduated in 2013 with a Bachelors Degree in Psychology and Sociology. Chelsea returned home to Bermuda and continued to work in the retail customer service industry. She joined the Gaming Commission in January 2016 in order to acquaint herself in all aspects of the gaming industry and its regulatory regime.

Chelsea is very family oriented, and in her spare time she enjoys cooking and baking.
